MINUTES OF THE PARKS & RECREATION COMMISSION
BOARD HEARING ROOM OF S.C.A.Q.M.D.

CALL TO ORDER:
Chairman Finnerty called the meeting to order at 7:15 p.m.

CALENDAR OF EVENTS:
CSD/Rose presented the Calendar of Events.
1. CONSENT CALENDAR:
1.1 Approval of Minutes of March 27, 1997, Regular Meeting.
1.2 Transmittal of letter from Diamond Bar Breakfast Lions Club dated April 2, -
1997.
C/Tye moved, VC/O'Connnr seconded, to approve Consent Calendar Items 1.1
and 1.2. The motion Was approved 4-0.
2. INFORMATIONAL ITEMS:
A. Recreation Update.
CSS/Bowman presented the Recreation Update.
CSS/Bowman responded to Chair/Finnerty that the City takes a waiting list for
contract classes. If there -are sufficient sign ups on the waiting list, the City asks
the instructor to add a second session. There were no second sessions fora this
term's contract classes. The instructors wish to have at least five participants in
order to schedule a second session.,
C/Medina indicated that former professional baseball player Mack Kuykendall
has offered to host a baseball clinic for youth.

CSD/Rase stated the City co-sponsors a baseball youth clinic in January with the
Diamond Bar Kiwanis Club. Mack Kuykendall is involved in the event. i
C/Medina asked for an update on the proposed City-wide tennis tournament
CSD/Rose indicated the City will enter into a contract agreement with "Tennis
Anyone" to provide instruction during the Spring second session. Staff will
monitor the program to determine whether the firm will be asked to host a
tennis tournament. A tennis tournament would likely be scheduled for the
Spring or Summer of 1998. A proposal to conduct the tournament will be
requested from the City of Brea.
C/Medina stated a 31 team tennis club has been formed in Diamond Bar. I He
suggested they would be able to hold their own tournament without the CjIty's
participation.
4. OLD BUSINESS
A. 8th Anniversary Celebration.
CSD/Rose report that the 8th Anniversary Celebration on Sunday, April 20,
1997 from 12:00 noon to 5:00 p.m. was well attended and received. He
thanked all who participated and assisted with the festivities.
Chair/Finnerty praised the event. She stated the celebration reminded her of
earlier Ranch Festival celebrations. She thanked VC/O'Connor and C/Medina
for their work on this event.
CSD/Rose especially thanked Lillian Orejel, Senior Coordinator, Heritage Park;
Marsha Roa, Community Service Department Secretary, and Wendy Bowman,
Community Services Supervisor. He thanked VC/O'Connor for pushing the
event forward to its conclusion. He thanked C/Medina for his subcommittee
service. The subcommittee meets Friday, April 25, 1997 to evaluate the 1997

celebration and discuss moving forward with the 1998 9th Anniversary
Celebration.
VC/O'Connor thanked CSD/Rose and his staff for their efforts and dedication
toward the success of the 8th Anniversary Celebration.
CSD/Rose responded to VC/O'Connor that event participants receive a
Certificate of Appreciation by mail signed by the Mayor. The Parks and
Recreation Commission could make a recommendation to the City Council for
special recognition.
C/Tye moved, VC/O'Connor seconded, to recommend that the City Council
present special recognition to the 8th Anniversary
Celebration committee members and key staff
members who supported the subcommittee. The
motion was approved 4-0.
C/Tye asked why all foot vendors were not selling drinks.
CSD/Rose responded to C/Tye that during the initial years of the City
Anniversary Celebration, io City funds were expended for the event. The funds
were contributed by the Diamond Bar Improvement Association and the
Diamond Bar Historical Society. DBIA stipulated that with their contribution,
they be granted exclusivity with respect to the drink concession in order to
capture return on their investment. This item will be discussed during the
evaluation meeting.
B. 1997 Summer Concerts n The Park Series.
CSD/Rose presented the proposed schedule of bands for the 1997 Summer
Concerts in the Park series. He asked the Commissioners to submit suggestions
for substitute groups in tl-e event that the groups on the proposed schedule are
unavailable.
5. NEW BUSINESS:

A. Request For Signage To Prohibit Pet Owners From Leaving Animal feces In
I City Parks.

Following discussion, C/Medina moved, C/Tye seconded, to recommend) that
the City post City Code signage in the parks prohibiting pet owners from leaving
animal feces in City parks. The motion was approved 4-0.
C/Tye asked that "No Golfing in the Park" signs be placed on the May 22, 1997 agenda
for discussion.
B. Committee Appointments.
Chair/Finnerty made the following Committee appointments:
a. User Group Subcommittee
1. C/Tye and Chair/Finnerty
The User Group Subcommittee agreed to meet on Thursday, June
5, 1997.
b. 9th Anniversary Celebration Ad Hoc Committee
1. VC/O'Connor and C/Medina
C. Request from Resident to Post Rattlesnake Warning Signs at Sycamore Park.
CSD/Rose reported that a Diamond Bar resident encountered a rattlesnake in
the lower playground area of Sycamore Canyon Park on April 17, 1997. Staff
recommends that the Commission discuss the need for temporary or permanent j
warning signs advising park visitors to beware of rattlesnakes.
CSD/Rose responded to Chair/Finnerty that staff discussed with the Walnut
Sheriff's Department the possibility of placing bulletin boards in the common
park areas at a cost of approximately $10,000. The discussion included
consideration of charging a reservation fee for the picnic areas to fund the
capital cost.
Chair/Finnerty suggested the Commission direct staff to discuss this matter with
the City Attorney and place the item on the May 22, 1997 agenda for further
discussion. The Commission concurred. ';

ANNOUNCEMENTS:
C/Tye asked if the City paid for the "Dedication of the Ode to Diamond Bar" invitations. He
thanked CSD/Rose, staff and the subcommittee for the outstanding 8th Anniversary
Celebration.
VC/O'Connor asked that her previous questions to the City Council be answered with respect
to costs to the City for the donated "Last Refuge" sculpture.
CSD/Rose responded to VC/O'Connor that the Parks Master Plan is slated to be delivered to
staff in about a'week for preliminary review and corrections. The edited packet will be
delivered to the Parks and Recreation Commissioner's upon completion. A public workshop
will be held following publication of the draft copy. The item will then be agendized for
discussion and approval by the Commission; then forwarded to the Planning Commission for
determination of conformity with the City's General Plan. Finally it will go on to the City
Council for a public hearing and adoption. He indicated he anticipates the workshop will be
held in June and the Parks and Recreation Commission discussion and approval should take
place at its June 26, 1997 meeting.
Chair/Finnerty asked if Mrs. Oscar Law has returned to Diamond Bar and if the City is
proceeding with respect to placement of a park bench and tree at Heritage Park in Mr. Law's
honor.
