HomeMy WebLinkAbout10/10/1991 PRC MinutesCITY OF DIAMOND BAR MINUTES OF THE PARK AND RECREATION COMMISSION OCTOBER 10, 1991 CALL TO ORDER: PLEDGE OF ALLEGIANCE: ROLL CALL: CONSENT CALENDAR: Minutes of Sept. 26, 1991 OLD BUSINESS: Vice Chairman Ruzicka called the meeting to order at 7:00 p.m. at the City Hall, 21660 East Copley Drive, Suite loo, Diamond Sar, California. The audience was led in the Pledge of Allegiance by Commissioner Plunk. Commissioners Plunk, Stitt, and Vice Chairman Ruzicka. Commissioner Meyer and Chairman Whelan were absent. Also present were Administrative Assistant Kellee Fritzal, Parks and Maintenance Director Charles Janiel, and Recreation Superintendent Bob Rose. C/Stitt requested the Minutes of September 26, 1991 be pulled from the Consent Calendar. Motion was made by C/Stitt, seconded by C/Plunk and CARRIED UNANIMOUSLY to accept the Consent Calendar. Motion was made by C/Plunk, seconded by VC/Ruzicka and CARRIED to approve the Minutes of September 26, 1991. C/Stitt abstained. General Plan AA/Fritzal reported that all Commissions will be Review requested to evaluate policies being proposed in the General Plan related to that Commission, and the various objectives listed to achieve those policies. The General Plan is a land use policy document. There are suggested measures to implement the policy statements. However, the implementation of the Plan is accomplished through subsequent plans and actions. Staff has provided information to the Commission, as requested, to aid in defining the purpose of the General Plan and assist the Commission to focus their input. Staff recommend that the information be received and filed. C/Plunk suggested that, when the schedule allows, the Commission discuss some general principles they would like in the General Plan. AA/Fritzal explained that the General Plan Advisory Committee (GPAC) will transmit the General Plan to the Planning Commission after they have reviewed it, and made their final revisions to the Plan. When the'Planning Commission receives the Plan, the Parks and Recreation Commission will be able to give input on the Resource Management Element. The Commission will then review the document. There will also be a presentation made by Planning Network. October 10, 1991 Page 2 Y�Wry. C/Plunk inquired if an open space area not available to the general public, such as in "The Country", should be considered in any of the acre per population figures. AA/Fritzal stated that both public recreation acreage and complete total recreation acreage arel considered. NEW BUSINESS: Heritage Park AA/Fritzal reported that the Heritage Park Architect Architect project is currently being reevaluated by staff. It will be discussed at a future Parks and Recreation Commission Meeting. It is recommended that the Commission table the matter. PMD/Janiel, responding to C/Plunk's inquiry, explained that once an architect has been chosen, there will be public meetings to gather community input regarding this project. Staff is in the process of interviewing architects who are professionals at taking diverse ideas, and creating a project that is acceptable to everyone. CORRESPONDENCE: � Letter from C/Plunk apologized that the copies of Mr. Rhino's Roy Rhino letter were difficult to read. She suggested that a parks and recreation assessment district should be considered as a way to obtain funds to properly build and finance what is needed. C/Stitt, concerned about the condition of Peterson Park, inquired if Peterson Park was prematurely dedicated. He pointed out that the dedication was in April of 1990, but the playing field wasn't ready for use until approximately the end of 1990, and the beginning of 1991. He stated that he equates dedication as synonymous with being open. VC/Ruzicka explained that, at the time, there was a lot of pressure to get the park dedicated. The park was ready for use, but not necessarily complete in it's development. PMD/Janiel stated that the purpose of the dedication was to inform the public that development of the Park had been done. It was essentially finished. AA/Fritzal, responding to the Commission's request, stated that staff will prepare a letter thanking Mr. Rhino for his input. m. . October 10, 1991 Page 3 Letter from VC/Ruzicka read the letter from CM/Van Nort City Manager regarding plans for the City holiday party, Van Nort scheduled December 16, 1991. Suggestions regarding the location of the party may be given to the City Manager's secretary. Amendment of VC/Ruzicka referred the Commission to the ordinance Ordinance #24 of the City Council, the City of Diamond Bar, 1989 amending Ordinance #24, 1989, concerning the terms of office of the Parks and Recreation Commissioners. The ordinance will go before the City Council October 15, 1991. City of VC/Ruzicka referred the Commission to the press Diamond Bar release regarding Diamond Bar's plans to apply for Press Release two park grants for the development of Pantera Park, and the acquisition and development of Site D. The City is requesting that the projects be included in the 1992 Park Bond Act funding list. ITEMS FROM AA/Fritzal reminded the Commission of the LA County STAFF: Parks meetings. PMD/Daniel informed the Commission that the City, and the Diamond Bar Interact Club, will be planting trees at Peterson Park, October 19, 1991 at 2:00 p.m. ITEMS FROM THE VC/Ruzicka requested staff to contact Mr. Schad COMMISSION: regarding the location of planting a Redwood tree, and reply to his offer to take care of the foliage that was burnt at Larkstone Park. C/Plunk, concurring with the concerns previously stated by C/Stitt, suggested that it would increase the public good will, if the City waited until a park is largely operational before it is dedicated.
