MINUTES OF THE PARRS AND RECREATION COMMISSION
SEPTEMBER 27, 1990
CALL TO ORDER: Chairman Nyal called the meeting to order at 6:40
p.m. at the Community Room, 1061 Grand Avenue,
Diamond Bar, California.
PLEDGE OF The audience was led in the Pledge of
ALLEGIANCE: Allegiance by Commissioner Stitt.
ROLL CALL: Chairman Nyal, Vice Chairman Nardella, and
Commissioner Stitt.
Commissioner Ruzicka and Commissioner Whelan were
absent (excused).
Also present were Parks and Maintenance Director
Charles Janiel and Superintendent Donald Hensley.
MATTERS FROM THE
AUDIENCE: None.
CONSENT CALENDAR:
Motion was made by VC/Nardella and seconded by
Commissioner Stitt to approve the Consent Calendar
and the Minutes of September 13, 1990. MOTION
CARRIED unanimously.
INFORMATION ITEMS:
Update on the Parks and Maintenance Director Charles Janiel stated
Parks & Recreation at least 76 returned surveys had been received from
Survey the Windmill. Staff will place the survey in the
Highlander and in the Chamber of Commerce the first
part of October. Staff expects to give the
preliminary results to the Commission by the first
Parks and Recreation Commission meeting in October.
Chair/Nyal wants to know if the Commission will
have access to the surveys.

Charles Janiel suggested having a matrix of the
results for the Commission to review and believes
the Commissioners will be interested in reading the
comments.
VC/Nardella requested the staff to send a survey to
the President of the Diamond Bar Chinese Associa-
tion, Carrie Shin, because many of their members do
not read the local papers. His intent is to
involve the entire community.
Memorandum re: The wording pertaining to the ordinance of the
Hours of Parks hours of operation for City Parks, was amended by
Operation the City Council to read "one half hour before
sunrise and one half hour after sunset each day" as

opposed to "dawn to dusk". It was the opinion c

are exact times.
Part B of the ordinance states "facilities between
the hours of dawn and 10:00 p.m." and believed the
Commission had suggested one half hour before dawn
and 10:00 p.m. He would ask Mr. 'Arc'zynski to
change the wording, under the Commissions
recommendation.
VC/Nardella recommended to.staff to rewrite the
ordinance to read "one half hour before dawn and
10:00 P.M.", as was the consensus of the
Commission.
Memorandum re: Chair/Nyal, in regard to the memo from Christine
Heritage Preschool Adams, director of Walnut Valley Recreation, stated
Program the Heritage Preschool Program had a s{{�iccessful
opening on September 17, 1990 due to the large
amount of advertising. At this time, the program
is self sustaining.
VC/Nardella requested information be obtained fro..,
Christine Adams, in regards to the preschoc
program, to include:
1. Names, phone numbers and address�s of t::.`:"'
participants.
2. The cost of running a preschool.
3. The budgetary breakdown of salaries,
administrative costs, etc.
COMMISSIONER C/Stitt asked for recommendations on where to
COMMENTS: distribute the Park Surveys.
VC/Nardella suggested sporting groups, and YMCA
Seniors.
Charles Janiel reminded the Commission the staff
requested the surveys be submitted to clubs and
organizations the Commissioners belong to'.
VC/Nardella had specifically requested) a Study
Session to outline the roles and the responsibi-
lities of the Commission, and the responsibilities
of the staff. He expected to see a discussion of
scheduling in this meeting packet. He further
requested the Commission be briefed on pending
negotiations and is disturbed the Commission is n, r
being included in the decision making processes

Chair/Nyal concurs the Commission is not being
briefed on pertinent information.
VC/Nardella complained that the Commission is not
receiving any 'reactions, nor 'staff responses to
their requests, as indicated in the minutes. He
expected to see reports or comments on the items
specifically requested from the last meeting of
September 13, 1990:
1. The formation of a Study Session.
2. Status of the Park Monitoring Budget.
3. The requests given to but not received by
WVR.
4. The report of a complete cost analysis on
other community recreational programs, no
later than October 1, 1990.
VC/Nardella summarized the importance of the
involvement of the Commission. He stated the
Commissioners are appointed to do a job and unless
given appropriate information, the job can't get
done. He stresses if there is no involvement,
then there is no point in participating in the
Commission.
VC/Nardella tells the Commission of the Senior
Citizen negotiations occurring and is upset the
Commission was not asked to respond.
Chair/Nyal wants to see staff put a greater
emphasis on the Commissions requests and be kept
more informed. He would like the roles more
defined and asked if the Commission is:
1. A liaison between the Planning Commission
and the City Council.
2. An information group to gather information
I from the Community.
3. An action group.
Chair/Nyal stated the Commission is ready to take
action and is also disturbed to find out
negotiations, involving the Senior Citizens Center
occurred, and the Commission was not informed.
C/Stitt was also concerned with the fact the
Commission was not involved in some activity of the
negotiations of the Senior Citizens Complex.

Chair/Nyal would like to explore the
information he heard that there is a segment
of property on the Diamond Bar Country Club
that is privately owned. He would like to see
the possibility of Diamond Bar acquiring the
property for future action.
' ADJOURNMENT: With no further comments, the meeting was
adjourned at 7:20 p.m.
