Citizens Advisory Committee Meeting
July 19, 1990
• Lloyd Zola presented a memorandum on commercial acreage needs and its relationship
to desired levels of service.
• The issue is: What level of services does the City want; what is the cost of those services;
and who will pay (residential or commercial/industrial sector).
CIVIC ELEMENT
• Irwin Kaplan discussed the Request for Proposal to be distributed for preparation of a
traffic circulation element.
• It should be noted that 40 percent to 60 percent of decisions regarding traffic are
beyond the control of the City. Therefore, it is necessary for the City to select a method
to open dialogue with adjacent jurisdictions.
DEVELOPMENT CODE ISSUES
• Economic viability of projects (controversial)
• Fiscal impact requirements.
• Traffic analysis requirements:
- intersection bubbling
- elimination of sidewalks as port of driveways
- sidewalk off curb
• Building separation (especially in residential areas).
• Xeriscape requirements.

• Bob Van Nort introduced Irwin Kaplan, interim Planning Director, who discussed the
Development Code and its timing. The aerial photograph may be ready by July 6, 1990
(flown last March).
• Need separate discussion regarding Tres Hermono.
• Committee members stated that since Goals and Objectives document is not clearly
shown to be a draft, there has been some confusion.
• Create a list of projects and ideas:

- Housing Trust Fund
• City Council will hold RDA in abeyance until the General Plan is done.
• Work with the State to change the method of sales tax; both where generated and
spent.
• Mix intensification of existing and creation of new.

• Grand condition -- must have approval to connect to Scenic Ricige.
• Get feedback on second meeting date (second and fourth). Pursue muni -court.

CITIZENS ADVISORY COMMITTEES MEETING
Meeting of April 19, 1990
The meeting was called to order at 7:05 p.m, by the City Manager. He underscored the
importance of the recommendation that the Committee would be making to the City Council
regarding the City's proposed Sphere of Influence. He stressed that while the Committee's
recommendation to the City Council may be adopted, the ultimate decision -maker regarding
the establishment of a city's sphere is the Local Agency Formation Commission (LAFCO).
Lloyd Zola, the Principal of PLANNING NETWORK made a brief overview of the process involved in
establishing a sphere of influence for a city. He enumerated the city's planning responsibilities
in sphere areas, the role and responsibilities of the local agency, and of LAFCO, and the politics
involved. He then presented a list of possible sites that could be considered as part of the City's
Sphere. The merits of each area were discussed and evaluated, and a consensus was reached
by the Members after some deliberation. The attached map depicts the areas that were
recommended by the Members to be included within the City Sphere.
RECOMMENDATION
The Committee made the following recommendations:
that City Council and the Planning Commission adopt the Proposed Sphere of
Influence map as presented; and
2. that City Council requests that the Los Angeles County LAFCO place the area
identified on the Proposed Sphere of Influence map within the City of Diamond
Bar's Sphere of Influence.
THE PROPOSED SPHERE AREAS
The proposed sphere area includes three subareas. The first area, commonly referred to es the
Firestone Boy Scout Camp, lies directly to the south of the City. This area is bounded by State
Route 57 to the west, the San Bernardino County line to the east, the Orange County line to the
south, and the City of Diamond Bar to the north. This area, which is approximately 3,000 acres is
largely undeveloped. Other than State Route 57, the only other major road that presently cuts
through this area is Brea Canyon Road.

The second area lies to the west of State Route 57 westward to the property lines that run
parallel to Nogales Street. To the north is Pathfinder Road, and to the south is the Orange
County line. Placing this area in the City Sphere would permit the City to protect the viewshed
from State Route 57, and to apply compatible development standards on both sides of the
freeway. Except for some oil fields, this area is largely undeveloped.
The third area which is largely developed, is the area adjacent to Brea Canyon Cut -Off Road
which turns into Diamond Bar Boulevard. It is recommended that the Sphere boundary be at
least one block west of Brea Canyon Cut -Off Road to include the commercial developments
adjacent to Brea Canyon Cut -Off Road and all the residential uses to the south which take
access from the road. This will ensure compatibility of uses and standards on both sides of the
Road. At the time of incorporation, residents in this area expressed a desire to be considered
as part of the City of Diamond Bar. The City would like to explore the possibility of annexing the
area in the future.
The Committee spent the remaining time reaching agreement on the Land Use Element and the
majority of the Housing Element. The remaining items were deterred to the next meeting.
The meeting was adjourned at 8:55 p.m. to allow adequate travelling time for members who
reside in the areas scheduled to be sprayed with malathion later that night. The next meeting
was scheduled for May 17, 1990, at the same location.

April 19, 1990 at the some location and that the topic will be the City's potential Sphere of
Influence. He directed Lloyd Zola to give a brief overview of the issues that need to be considered
when deliberating the suitability of potential creas that could be incorporated into the City's Sphere.
Committee members then broke into subgroups to complete discussion on strategies to attain the
defined goals. Upon completion of the task, the spokespersons for each subgroup presented the
findings of the subgroups to the whole group. Some of the findings were discussed and refined as
directed.
The meeting was adjourned at 9:30 p.m. The next meeting is scheduled for April 19, 1990.

General Planning Advisory Committee Member:
On February 6, 1990, the Diamond Bar City Council amended its
Resolution No. 90-97 which establishes a Conflict of Interest
Code for designated City personnel. This amendment provided for
the addition of Traffic and Transportation Committee members to
the list of designated City personnel.
Government Code Section 87300 stipulates that "every agency adopt
and promulgate a conflict of interest code. A conflict of
interest code is a document which designates the positions within
an agency which make or participate in making governmental
decisions which may foreseeably have a material effect on any
financial interest. The code further sets out in paragraphs
called disclosure categories the specific types of investments,
business positions, interests in real property and sources of
income which must be reported by the designated positions."
Enclosed herewith is the 1989-90 730 Manual and Form - Statement
of Economic Interests for Designated Employees. Also enclosed is
a copy of Resolution No. 89-97B which sets forth the disclosure
category for your position as a Traffic and Transportation
Committee Member and explains the requirements of each category.
Please read the manual carefully and complete Form 730.
Please note that you are to complete this form as an "Initial
Statement" and that it must be filed with this office no later
than March 7. 1990 at 5.00 p.m.

The City Manager announced that three members of the General Plan Advisory Committee (Clair
Harmony, Todd Chavers, and Bob Kane) have been appointed to the Planning Commission. Their
replacements, he announced, will be appointed at the February 6th, City Council meeting. He
proceeded to introduce the Mayor who thanked the Committee Members for helping to define and
shape the future of the City. The representatives from Planning Network were then introduced.
A short presentation on the General Plan process was made to acclimate new appointees with
upcoming tasks and Committee responsibilities. Community issues identified at the November
meeting were reviewed for completeness.
The Goals and Objectives that address these issues were then presented and each subcommittee
was charged to assess how well the broad goals address the issues that were identified.
Approximately 30 minutes was allocated to this portion of the exercise.
Upon completion of the exercise, each subcommittee's spokesperson presented the subcommittee's
findings to the whole group. Corrections were made as agreed upon by the whole group.
Ms. Catherine Lott expressed dissatisfaction because the meeting went beyond 9:30 p.m. She
advised that future meetings should be started promptly at 7:00 p.m. and that the moderator should
not deviate from the time allocated for each item on the agenda. Planning Network representative
promised better time -management in the future.
The meeting concluded at 10:05 p.m. and the next meeting was scheduled for February 15, 1990.

A. LAND USE ELEMENT
1. A balanced mix of land uses that provide adequate residential, employment and tax
bases, and enhances the City residents' quality of life.
2. Well designed, aesthetically pleasing physical environment.
3. An overall design statement that will establish a visually perceivable and unique image
throughout the City.
4. A positive and progressive City image that fosters economic development and civic
pride.
5. Quality development that enhances space and property value.
6. Identifiable complimentary neighborhoods.
7. Protection of the remaining ridgelines.
B. HOUSING ELEMENT
1. A supply of housing in sufficient numbers suitable to meet the diverse needs of future
residents and to support the healthy economic development of the City.
2. Adequate housing opportunities for all economic segments of the community, regardless
of age, race, ethnic background, national origin, religion, family size, marital status,
physical conditions or any other arbitrary factors.
3. Preservation and conservation of existing housing stock and maintenance of property
value and residents' quality of life.
C. RESOURCE MANAGEMENT ELEMENT
(Open Space and Conservation)
1. Optimum utilization and management of all natural resources available to the City.
2. Provision of adequate parks, open space and recreational facilities.
3. Promotion of energy efficient/responsive design and development.
4. Protection and conservation of significant flora and fauna, particularly rare and
endangered wildlife and plants.
5. Protection, conservation, and wise use of significant mineral resources.
6. Compliance with the March 17, 1989, South Coast Air Quality Management Plan.

4. Maintaining a level of service "C" on local streets, and on all major and secondary
arterials.
5. A functional local transit system.
6. Adequate infrastructure facilities and public services that complement and foster growth
and development.
7. Maintenance of systems for water supply and distribution; wastewater collection,
treatment, and disposal; solid waste collection and disposal; and energy distribution
which are capable of meeting the needs of all residential, commercial, and industrial
customers in the City and enhances the residents' quality of life.
8. Maintenance of a balance between available infrastructure facilities and public
services, and the intensity and timing of future development.
9. Coordination with local school districts to provide adequate school facilities and quality
educational programs.
10. Enriching educational/cultural programs for City residents.
11. Easily accessible centrally located cultural centers.
12. An institution of higher learning within the City.
