MISSION STATEMENT The City Council meeting is the forum established to conduct the business of the City of Diamond Bar, its citizens, property owners, and businesses. The City Council has chosen to conduct its business meetings in a televised, open forum. This has been done to assure that all community members are kept informed as to the status of City business. Belanger, City Manager 1994 General Plan ISSUE STATEMENT: State law requires the preparation and adoption of a comprehensive, long term General Plan for the physical development of all property within the City and any land outside its boundaries which bears relation to its planning. The Draft 1994 General Plan contains a statement of development policies and includes diagrams, tables, maps, and text setting forth goals, objectives and strategies. The City Council has received the recommendations of the Planning Commission and will begin its review of the 1994 General Plan. BACKGROUND: November 29, 1994 begins the first of several City Council public hearings to review and consider adoption of the Diamond Bar General Plan. Previously, a date of November 22, 1994 was advertised as the first City Council public hearing, but due to a lack of quorum, it was necessary to reschedule. The General Plan is a statement of goals, policies and implementing programs to guide the long range physical development of the City. The Plan is required by State Law and determines the size, form and character of the City over the next twenty years. It is the most significant tool utilized by the community to ensure a balanced, comfortable environment in which to live and work. It represents the community's view of its future and serves as the "blueprint" to define the long term character of the City. In January, 1994, the City Council created a General Plan Advisory Committee (GPAC) to assist in the preparation of the City's General Plan. Beginning January 11, 1994, GPAC held fifteen public meetings to craft 1 the 1994 Draft General Plan. Utilizing the repealed General Plan as the discussion draft, GPAC reviewed each element making significant changes and placing greater importance on open space retention, hillside preservation and improving the overall quality of life. The results were forwarded to the Planning Commission for consideration and recommendation to the City Council. The Planning Commission held thirteen public hearings commencing on July 11, 1994. On October 17, 1994, the Planning Commission approved the Draft General Plan and forwarded its recommendations to the City Council for approval. WHAT IS A GENERAL PLAN? The General Plan, required by California Government Code Section 65300 et. seq., is a comprehensive guide for the future of the City's development. The General Plan is atop the hierarchy of local government regulations regarding land use. It is often cited as the "constitution" for all future development within a city. The General Plan contains a "vision" for the community's future and is developed to identify the community's hopes and aspirations as a statement of public policy. The General Plan serves to: • Identify land use, circulation, environmental, fiscal, and social goals and policies for the City and its surrounding planning area as they relate to land use and development. • Provide a framework within which the Planning Commission and City Council can make land use decisions. • Provide citizens the opportunity to participate in the planning and decision making process affecting the City and its planning area. • Inform citizens, developers, decision makers, and other agencies, as appropriate, of the City's basic rules which will guide development within the City and provide similar notice as to how the City envisions development in the surrounding unincorporated portions of the planning area. GENERAL PLAN ORGANIZATION The Diamond Bar General Plan consists of text, diagrams, tables and maps incorporating the seven State mandated elements within six sections. The Introduction to the General Plan incorporates a "Vision Statement" setting forth the following characteristics 2 0 Retain Country Living Character 0 Preserve Open Space Resources 0 Reduce Regional Traffic Impacts 0 Promote Viable Commercial Activity 0 Provide Well Maintained Housing 0 Create Nurturing Community Environment I. The LAND USE ELEMENT designates the general distribution and intensity of uses of the land for housing, business, industry, open space, education, public buildings and grounds, waste disposal facilities, and other categories of public and private uses. II. The HOUSING ELEMENT is a comprehensive assessment of current and projected housing needs for all segments of the community and all economic groups. In addition, it embodies policy for providing adequate housing and includes action programs for this purpose. III. The RESOURCE MANAGEMENT ELEMENT is comprised of the State mandated Open Space Element which details plans and measures for preserving open space for natural resources, the managed production of resources, outdoor recreation, public health and safety, and the identification of agricultural land, and, Conservation Element which addresses the conservation, development, and use of natural resources, including water, forests, soils, rivers, and mineral deposits. IV. The PUBLIC HEALTH AND SAFETY ELEMENT combines the State mandated Noise and Safety Elements and identifies and appraises noise problems within the community and forms the basis for land use distribution, and; establishes policies and programs to protect the community from risk associated with seismic, geologic, flood, and fire hazards. V. The CIRCULATION ELEMENT is correlated with the land use element and identifies the general location and extent of existing and proposed major thoroughfares, transportation routes, terminals, and other local public utilities and facilities. VI. In addition to the elements required by State Law the City of Diamond Bar's Draft General Plan includes a PUBLIC SERVICES AND FACILITIES ELEMENT to establish goals, objectives, and strategies for ensuring that land development is coordinated with the provision of public services and facilities so as to ensure that Diamond Bar residents and businesses continue to receive high quality municipal services. Each Element addresses specific issues in the context of local conditions affecting Diamond Bar. The elements, woven together to form the General Plan, will constitute a comprehensive, long term, internally consistent plan for the physical development of the community. 0I A Master Environmental Assessment (MEA) was prepared in 1992 which provides comprehensive technical baseline and environmental data used in the preparation of the General Plan. This information provided a foundation for formulating the policy plan and further environmental analyses. The MEA serves as a resource tool and is designed to be updated periodically. The MEA is not intended to serve as City policy. The previously certified and adopted Environmental Impact Report (EIR) contains the appropriate environmental documentation for the General Plan as required by the California Environmental Quality Act (CEQA) including detailed analyses of the various impacts of ultimately developing Diamond Bar. This document contains technical appendices related to noise, air quality, etc. An addendum, to the previously certified EIR has been prepared responding to the contents of the 1994 General Plan. citizen Participation In December 1993 the City Council initiated the development of the 1994 General Plan. A thirty-six person General Plan Advisory Committee (GPAC) was established to review the previous General Plan and develop General Plan recommendations for the Planning Commission and City Council. To accomplish the task of preparing the Draft 1994 General Plan, the City Staff, Cotton/ Be land/Associates (our City Consultant), and the GPAC worked closely together over a period of six months (January 11, 1994 through June 30, 1994). Fifteen publicly announced open meetings were held at Heritage Park Community Center. Legal and display advertisements were placed in the local newspapers soliciting public involvement in the plan's development. General Plan information was regularly distributed to a mailing list of 400 persons and organizations. The Planning Commission held thirteen public hearings beginning July 11, 1994, to review GPAC's recommendations, solicit public input and craft recommendations to the City Council. On October 17, 1994, the Planning Commission concluded its review and forwarded its recommendation for approval to the City Council. REVIEW FORMAT AND HEARING SCHEDULE State law establishes the requirement that the General Plan must pass several legal and policy tests to be adequate. The City Council should review the Plan with the following questions in mind: 0 Is the plan complete? 0 Is it comprehensive, long term? • Is the plan internally consistent? • Is it informational, readable, understandable? • Is it implementable? Staff recommends that the City Council review the Draft General Plan on an element by element basis, beginning with the Resource Management Element. We recommend that a schedule of future meetings be established 4 for review of the remaining elements. Each component will be presented by the City staff and/or consultants. We will present an overview of each element, identify the community issues and review major policy recommendations. Staff recommends the following hearing schedule for addressing the General Plan. The Planning Commission has unanimously recommended that the City Council adopt the draft General Plan. The Planning Commission would like to commend the General Plan Advisor Committee for its dedication and enthusiasm in the preparation of the basic General Plan document. Their guidance kept the Planning Commission focused on its goal of preparing the foundation for the City's Planning Policies. We would also like to thank the members of the general public who took the time to share their observations and opinions. The Planning Commission had the opportunity to become exposed to the City's diverse nature. We were presented with requests to develop and recommend strict preservation policies. We were lobbied to relax governmental intervention in the development process. We were given futuristic verbal and graphic tours through development scenarios for some of the City's vacant land. We were applauded and we were called names for our individual and collective positions on issues. In a "Nut Shell" we were immersed in the democratic process. The end result is a draft General Plan that represents our "Best Effort" to create a foundation upon which to build our community. The Planning Commission spent a considerable amount of time debating the various elements and policies contained in the draft General Plan. The Planning Commission was not unanimous in its position with respect to each policy, objective and strategy. Our community's,diverse nature provided the basis for healthy discussion and debate of divergent points of view. A variety of, policies and strategies were identified, debated and ultimately a majority position of the Planning Commission was established. Using the democratic principal "the majority prevails" the draft General Plan was forged on the anvil of compromise and consensus. The draft General Plan is not the solution to all of our urban problems, nor should it be. The General Plan is a dynamic document that will be molded, with the passing of time, to improve our ability to address the needs and desires of our residents. We are confident that this document provides a substantial foundation upon which to build the "Diamond Bar Vision Of The Future" We respectfully submit the draft 1994 General Plan to the City Council for consideration and adoption.
