following: 1991-92 Statement of Economic Interests Form 721 and

I currently serve as the first vice chairwoman of any commission
in Diamond Bar. My attendance of regularly called commission meetings
has been perfect. During my tenure this commission successfully
completed many milestones. We worked together to develop an in house
recreation program and expanded JPA's. This brought control to the
program, enabling an over 100% participation rate increase for
contract classes. We successfully wrote and implemented policies and
procedures for the Parks Reservation System. The Concerts in the Park
series was initiated and expanded. The Adopt -A -Park program was
developed to supplement City resources by encouraging community
involvement. Subcommittees I serve include Adopt -A -Park, Programming,
Seniors, City Birthday Party and Parks Master Plan Inventory.
As a Master Composter, I will be volunteering my services to help
make source reduction and environmental enhancement a reality.
I have been an officer in the Diamond Bar Walnut Valley
Republican Women's Club. I currently serve as president.
In 1990 I was named by the Chamber of Commerce and the San
Gabriel Valley YWCA as a "Woman of Achievement". Nominated by Gary
Werner for consideration for appointment to City Council. Appointed by
John Forbing as the first woman Parks and Recreation Commissioner in
Diamond Bar.
A Charter Member of the Diamond Bar Jaycees, I was named Jaycee
of the Year 1989-90 for service to this community. Positions included
Newsletter Publisher, Secretary, Community Development Vice President
and Co -Chairwoman of The Game of Diamond Bar. We aided the Ranch
Festival with the parade. During my tenure a community service
scholarship and the Diamond Bar/ Walnut Valley YMCA sports field were
supported.
I an a charter member of the Diamond Bar branch of the American
Heart Association. I served as the Volunteer Development Vice
President. I also developed training procedures and manuals while on
the Los Angeles Affiliate Volunteer Development Committee.
I believe in active participation of parents to promote
education. I served the Diamond Point PTA as Vice President. I an also
a past Community Club Co -President of Maple Hill Elementary School. I
was a member of the Maple Hill School Improvement Program Committee..I
have worked to pass legislation p* a representative of the Walnut
Valley Citizens for Education, working to pass Propositions 79, 98 and
H. I have worked with our legislators to bring about educational
funding base parity.
I have been an Assistant Den Leader in Cub Scouts and Team Mother
for Diamond Bar Little League. I worked for the Diamond Bar Little
League District 20 task force to establish the Challencier program for
this region. This program brings the ideals and experience of Little
League to the physically and mentally handicapped by paring them with
a "buddy" from the regular Little League program.
I have resided since 1979 in Diamond Bar with my husband of 17
years, Gerald Plunk. We have two children, Trevor (14) and Kenny (11).
During this time I have chosen to be a professional homemaker. Gerald
is a Director for Loral Electro -Optical. Our home is registered as a 1
Backyard Wildlife Habitat with the National Wildlife Federation. I an
a member of Mount Calvary Lutheran Church where I have taught Sunday
School and Vacation Bible School.

Re: Interim appointment of vacant Council Seat
Dear Council Members:
As required, and advertised, I am submitting my letter of interest to the
Council to be considered for the limited term appointment to the City
Council.
You will ultimately determine who is best qualified to serve the community
from the those applying. Some of you may already have an applicant in mind
and some will rely on the written material provided by each applicant, and
the interviews you conduct. Before making your decision I would like you to
consider my experience and knowledge; and, my demonstrated commitment to
serve this community.
During the term of this appointment the Council will be dealing with a number
of issues including the waste contract and state recycling mandates, General
Plan Referendum, South Pointe Master Plan, Parks and Recreation Master Plan,
Pantera Park, and the requirements of the American Disabilities Act (ADA).
The person appointed should be able to absorb and understand the material and
issues quickly in order to form a basis for joining in the discussion and
working with a council that has been involved in the issues from the
beginning. The person should be familiar with government process and how to
work with the system and not against it. The person should be knowledgeable
of the community and involved in it. Finally, the person appointed should not
be interested in running for the position in the next election.
While city codes, regulations, policies and procedures differ some from the
state laws and rules which I currently work under, I am not unfamiliar with
the process and I have the ability to grasp the reasoning and need for such
rules and regulations sooner then the average citizen. In my job as Chief,
Central Program Services I have had to review new laws and regulations
resulting in new or altered policies and procedures being established and
services offered.
Since moving here in August of 1980 I have been involved in the Diamond Bar
community serving as a volunteer in various non-profit organizations. During
the past 12 years of volunteer service in Diamond Bar I have been a worker
and a leader. Most of all I feel this demonstrates my commitment to this
community. Because of the variety of organizations and the different people
affiliated with them I have the opportunity to hear opinions, good and bad.
This is most important for any representative of the people. Decisions should
not be made in isolation or based on the opinions of few. They should be
based on the representative opinions of all with -in the boundaries of the law
and rational thinking.
Finally, I have no intention of running for the office in the next election
or, for that matter, in any future election. I saw a short term need for this
community which I felt I could provide. That is my sole reason for applying.

resident and a business owner within the City, I have been closely involved with local

experience in various organizations in the realm of public service, including governing boards,
professional organizations, sister city activity, and the past -presidency of the San Gabriel Chamber
of Commerce.
As a registered nurse, I have a great interest in the availability of health care programs for the
residents of my community. I believe the issue of affordable health care is of major concern not
only to families residing in our area, but also to small and large businesses, as the events of the
recent Presidential election have illustrated.
Many of my professional colleagues have made significant contributions to their community
through volunteer and elected activity in the political arena, as well through participation in political
action committees for local campaigns. In communities where no local health care institutions
exist, such as Diamond Bar, collaboration with other local programs has ensured affordable
preventive programs for special interest populations, such as infant and school -aged children, and
for the older adult who may not have ready transportation to needed facilities.
I am employed in the field of program development, in both the public and private sectors, and am
the owner of a certified woman -owned small business delivering health care service planning,
implementation, and administration. In addition, I have university affiliations throughout Southern
California and am engaged in ongoing part-time teaching assignments in both nursing and business
degree programs.
Currently, I am a doctoral candidate in Institutional Management at Pepperdme University, where
my studies focus on quality improvement process in health care delivery.

Dear City Council Members:
I would like to apply for the vacancy on the City Council for the City of Diamond
Bar. From 1983 through 1986, I held a seat on the Planning Commission for the City of
Cerritos, serving as chairperson in 1986. The Planning Commission worked under the
auspices of the Department of Environmental Affairs and made recommendations to the
City Council on environmental as well as on general city matters. I had an opportunity to
represent the city extensively at statewide conferences and get first-hand information on
viable strategies for running a city.
I hold a Master's Degree in School Management and Administration and am
currently employed as Assistant Principal of Curriculum and Instruction at Pomona High
School. I feel that the intensive training and experience in education as well as in city
government served as an asset in that I availed myself of all the current trends and strategies
in management of a city. Cerritos is a master -planned community and enjoys the prestige
of being recipient of a number of beautification awards.
During my tenure, I was instrumental in approving the following projects for the
city:
- 125 Acre Town Center which houses a first-rate community theater, hotel, and
shopping center.
- Use of tertiary water for watering city parks and recreation facilities.
- Upgrading the Cerritos Auto Mall.
- Establishment of a federal post office.
- Renovation of the Cerritos Library.
- Installation of Civic Center traffic lights, specially -designed brick road surfaces,
median planters, rockscapes, and industrial landscaping.
- Provision of bike trails.
- Construction of a neighborhood park in every neighborhood.
- Supplying subterranean parking to relieve parking congestion in neighborhood
shopping centers.

- Planning a restaurant row exemplifying aesthetic richness for the city.
- Serving as campaign treasurer for Alex Beanum, former mayor of Cerritos in his
bid for re-election.
My professional career in education can attest to my dedication and hard work
which was so easily transfered to my work in city government.
I held teaching and administrative positions with the Los Angeles Unified School
District from 1969 through 1986. I was most recently with the Walnut Valley Unified
School District where I served in an administrative position as Instructional Dean of
Communication Arts at Diamond Bar Hugh School. In that position, I supervised a
division of twenty eight teachers, oversaw budget, directed the library organization,
supervised textbook distribution, and evaluated personnel. I also served on the school's
management team and played a major role in the successful operation of a comprehensive
high school of 220 students. In the area of curriculum, I coordinated an ongoing program
of in-service training for my division. It included staff development and improvement for
teachers in myriad areas of curriculum. Currently I am employed by the Pomona Unified
School District where I serve as Assistant Principal, Curriculum and Instruction at Pomona
High School. At Pomona High School, I feel that I have successfully raised expectations
and improved the overall quality of the curriculum and instructional program. I am in
charge of the master schedule and supervise and evaluate the four counselors at Pomona
High School. In restructuring efforts, we have empowered teachers to be involved in the
decision-making process for the curriculum program. I rewrote and produced a new
quality -oriented course of study for Pomona high, and coordinated the AP -Gate program.
I am responsible for all testing and assessment, and am proud to report a significant
improvement in CTBS scores for ninth graders, as well as Golden State and AP scores.
Prior to serving at Diamond Bar High School, I was employed at Walnut High
School where I taught English and worked with the school's Staff Development Team, the
Academic Olympiad, and the Multi -cultural Committee. I received awards for Outstanding
Achievement in curriculum. Additionally, I served on the District's Staff Development
Advisory Committee. At the end of the school year, I selected Teacher of the Year for
Language Arts.
Because of my excellent oral and written skills, interpersonnel skills and expertise

Gloria Todd Rousseau has applied for a position as an
assistant principal in your district and I am enthusiastic
about • recommending her and extremely pleased to be
acting as her advocate. She is a "blue-chip commodity" .. and
an unusually rare find!
Gloria came to Diamond Bar High this year as the Instructional
Dean (i.e. mini -principal) for our Communications Arts Division
(integrated language arts, foreign languages, library/media
center, etc.). She replaced our previous dean who moved to the
district office as an interim director of curriculum and
instruction. Gloria has proved to be a capable and gifted
replacement and a standout performer... and I would like
her to remain a Diamond Bar High administrator.
Unfortunately, the previous dean's coordinator position will not
be made permanent (it is being eliminated due to budget cuts),
and she will be returning thereby "bumping" Gloria out of a
position.
Despite her abbreviated tenure, her contributions to Diamond
Bar High have been numerous, highly visible, and pervasive.
Gloria has assumed leadership roles in a variety of activities.
She has successfully developed a "team -esprit" within the
division, and with her leadership, they are well on their way to
implementing an outstanding and effective integrated language
arts program. She effectively carved out her own niche within
the management team and has become an influential leader
and key player within this group. She has assumed the
responsibility for coordinating several major campus -wide
activities, including the recent highly successful "Brahma
Roundup" (spring open house). Her efforts and subsequent
successes have earned the respect and admiration of her co -
administrators, district office staff, and community alike and

she is recognized as a key leader well beyond her
assigned aegis.
Gloria is dedicated to improving instructional delivery. She has
been very successful utilizing the clinical coaching and
supervision model. She has managed certificated and
classified personnel with both facility and alacrity.
