Ll 1 1 (A t i (D 549 5 e I- S n n 1-1.lection 54957 6 14 Ar"JOUPIMENT AGENDA ITEM CITY COUNCIL ACTION REPORT AUGUST 1. 1989 NEN BUSINESS Meeting Date Agenda Placement TO: Mayor and City Council FROM: Robert Van Nort, City Manager SUBJECT: Street Improvements/Slurry Seal BACKGROUND During the transition from County to City, the City Council met with County officials in the latter part of March to discuss numerous items including Capital Improvement projects. The County of Los Angeles Public Works Department prepared a list of Capital Projects that were needed to be completed by the City of Diamond Bar at a total of $3,000,000. Contained within the suggested list was the need to "slurry seal" streets in the north end of Diamond Bar at an estimated cost of $35,000. After reviewing the matter with John Hines, our Road Superintendent from the County, we find that it would be prudent for the City to slurry seal a larger area at an estimated cost of $75,000. Since the preparation of the initial list this expanded area has been identified by Mr. Hines as requiring sealing. A significant cost savings can be realized by doing the entire area at one time, rather than in a piecemeal fashion. RECOMMENDATION It is recommended that the City Council authorize the Baldwin Park Office of the County of Los Angeles to initiate proceedings to slurry seal the area identified in the Capital Improvement Projects list in the north end of Diamond Bar as well as the expanded area recommended by John Hines, at a cost NOT TO EXCEED $80,000. i Robert L. Van Nort City Manager RLVN/pds STAFF REPORT ISSUE: Developing the Diamond Bar City Seal. BACKGROUND: Since Diamond Bar's incorporation, it has not established a city seal. Therefore, in July 1989, a contest was held to find a logo. FACTS: In absence of a city seal, Diamond Bar held a contest encouraging individuals, organizations, and the school district to submit designs to be considered by the City Council. The Council apparently liked the idea of the seal being the shape of a diamond, with the basic design submitted by Jack Wyse, with the building and fence against roll- ing hills, with the sun rising. Also, some of the Council members liked the design submitted by Laura Foley for the stationary envelops. Both designs were given to Doug Gagliardi, a graphic artist, to modify the designs for Council approval. (Examples given.) Upon approval of a design for the city seal, considera- tion of colors for the design should commence. SUMMARY: The City of Diamond Bar's logo contest succeeded in finding a unique design which apparently impressed the Council. The design was given to a graphic artist to make some modifications to be approved by the City Council. After approval of a logo, the Council will have to consider and approve what colors with which to decorate the logo. CONCLUSION: In conclusion, the City Council should approve a design and colors with which to decorate the design for a city seal. RECOMMENDATIONS: The unique and innovative diamond design with the verbage, "City of Diamond Bar" and "In- corporated April 18, 1989," on the diamond fits the character of the new City of Diamond Bar. This design will stand appart from the rest of the California city seals. I recommend having the diamond logo colored a dark red with black outline and lettering, upon the white background. VETTER, CAPTAIN TO: ROBERT VAN NORT, CITY MANAGER WALNUT REGIONAL L STATIN CITY OF DIAMOND BAR t SUBJECT: FREEWAY ACCIDENT -- FIRE During the morning rush hours on Thursday, July 20, 1989, an accident involving a large truck at the merging point of the eastbound 60 freeway and northbound I-57, resulted in both freeways being closed for an extended period. As a result, the adjacent surface streets became saturated to the point of near gridlock. Surface street congestion on Golden Springs Road and other streets intersecting with it was compounded when the Fire Department, in order to provide water to suppress a fire engulfing the overturned truck on the freeway, had to stop traffic on Golden Springs Road at Copley Drive to lay water hoses across the roadway. This sapped additional law-enforcement resources to control traffic congestion directly caused by this stoppage. This particular freeway intersection has a long history of accidents involving trucks and this is not the first to have a resultant fire. it undoubtedly will not be the last such incident there requiring a water source for fire fighting needs. It is strongly suggested that sources of water for fire fighting be installed either on the freeway right-of-way or on the freeway side of adjacent surface streets (Golden Springs Road), so that hoses do not have to be laid across the city street, thus severely compounding an already aggravated traffic congestion problem.. Perhaps the State of California could fund this project as it would be the primary benefactor of the use of the fire fighting resource.
