A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DIAMOND BAR TO AUTHORISE THE FILING OF
AN APPLICATION FOR JOINT PARTNERSHIP WITH THE
HUMAN SERVICES CONSORTIUM OF THE EAST SAN GABRIEL
VALLEY TO FORM A SERVICE DELIVERY AREA UNDER THE FEDERAL
JOB TRAINING PARTNERSHIP ACT ADMINISTERED BY THE
STATE OF CALIFORNIA
WHEREAS, Public Law 97-300, known as the Job Training
Partnership Act (DTPA) of 1982, was enacted by Congress to
establish a new employment and training system; and
WHEREAS, the Job Training Partnership Act provides that
local areas desiring to administer employment and training
services must form a Service Delivery Area (SDA); and
WHEREAS, a Service Delivery Area consists of any unit
of general government with a population of 200,000 or more or any
consortium of contiguous units of local government with combined
population of 200,000 or more serving a substantial portion of a
labor market area; and
WHEREAS, the cities currently represented by the Human
Services Consortium of the East San Gabriel Valley form a popula-
tion area well in excess of 200,000 and represent a substantial
labor market area; and
WHEREAS, the City of Diamond Bar is committed to
providing locally controlled and directed employment and training
opportunities for eligible residents in partnership with the
local labor market private sector representatives and desires
inclusion as a member city of the proposed Service Delivery Area;
and
WHEREAS, the local partnership will extend representa-
tion of our own labor market region's members to include
appropriate educational agencies, organized labor, rehabilitation
agencies, community-based organizations, economic development
agencies and the public employment service on the Private
Industry Council; and
WHEREAS, the proposed Service Delivery Area will be
self supporting and administered by the Human Services Consortium
of the East San Gabriel Valley for purposes of governance and as
the grant recipient.
NOW THEREFORE, BE IT RESOLVED that the City Council of
the City of Diamond Bar hereby authorizes the filing of an
application by the Human Services Consortium of the East San
Gabriel Valley, in conjunction with the other units of local
government, to include the City of Diamond Bar as part of the
proposed Service Delivery Area under the Job Training Partnership
Act.
Section 1. This Resolution shall take effect and be in
full force and virtue immediately.
Section 2. The City Clerk shall certify to the passage
and adoption of this Resolution; shall cause the same to be
entered in the book of original resolutions of said City; shall
make a minute of the passage and adoption thereof in the records
of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted.
