A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND
BAR AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION
FOR GRANT FUNDS FROM THE USED OIL RECYCLING FUND PURSUANT
TO THE CALIFORNIA OIL RECYCLING ENHANCEMENT ACT OF 1991
A. RECITALS
(i) The California Oil Recycling Enhancement Act (the
"Act") provides block grants to cities and counties for
establishing and maintaining local used oil collection programs
that encourage recycling or appropriate disposal of used oil; and
(ii) The California Integrated Waste Management Board
(the "Board") has been delegated the responsibility for
administering the program within the state, establishing
eligibility requirements, and setting up necessary procedures
governing applications by cities and counties under the program;
and
(iii) To receive a block grant, the City must submit
written certification to the Board authorizing the submittal of
an application and identifying the title of the individual
authorized, empowered, and instructed to file necessary and
proper forms, certifications, and documents as prescribed by the
Act; and
(iv) The City Council finds and determines that the
adoption of this Resolution is in the public's best interest in
that it may provide the necessary funds to develop and distribute
promotional -and public educational materials that will encourage
recycling or appropriate disposal of used oil; and
(v) All legal prerequisites to the adoption of this
Resolution -have o4;curred.
B. RESOLUTION
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DIAMOND BAR
DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council approves the filing of an
application to the California Integrated Waste Management Board
pursuant to the California Oil Recycling Enhancement Act for
state grant assistance to implement a public educational and
assistance project for used oil.
SECTION 2. The City Council certifies that the City
~- meets the eligibility requirements for this program and that it
has or will have sufficient funds to operate and maintain this
project.
SECTION 3. The City Manager is hereby authorized,
empowered, and instructed to file all necessary forms,
agreements, certifications, and documents with the Board to
effectuate the completion of the aforementioned project.
SECTION 4. The City Clerk shall certify the adoption of
this Resolution.
PASSED, APPROVED AND ADOPTED this 16 day of November, 1993.

Council of the City of Diamond Bar held on 16 day of
