WHEREAS, the County of Los Angeles and cities within
the County are required by State law (AB 939) to prepare solid
waste management plans, including plans to assure sufficient
landfill capacity for a minimum of fifteen (15) years to serve
the future solid waste disposal needs of our residents and
businesses, and
WHEREAS, the State also requires local governments to
undertake aggressive solid waste reduction and recycling programs
by 1995, and
WHEREAS, the California Integrated Waste Management
Board has concluded that even if the source reduction goals are
met, there will remain an urgent need for additional landfill
disposal capacity in the County, and
WHEREAS, the proposed Elsmere Canyon Solid Waste

additional recycling and landfill disposal capacity if it is
determined to meet all applicable permit requirements, including
compliance with the California Environmental Quality Act (CEQA)
and the National Environmental Policies Act (NEPA), and
WHEREAS, it is in the best interest of the City to
encourage and foster all recycling and new landfill alternatives
that are duly permitted in accordance with the environmental
