HomeMy WebLinkAboutRES 95-60RESOLUTION NO. 95-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND BAR AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AND FILE WITH THE GOVERNOR'S OFFICE OF EMERGENCY SERVICES ALL NECESSARY REQUESTS, FORMS, AND OTHER DOCUMENTS PERTAINING TO STATE DISASTER ASSISTANCE. A. Recitals. WHEREAS, in 1988 Congress enacted the Robert T. Stafford Disaster Relief and Emergency Assistance Act (PL 93-288, as amended) to provide for an orderly and continuing means of assistance by the Federal Government to State and local governments in carrying out their responsibilities to alleviate the suffering and damage which results from disasters; and WHEREAS, the regulation entitled "Uniform Requirements for Grants and Cooperative Agreements to State and Local Governments", published at 44 CFR part 13, places certain requirements on the State in its role as grantee for the public assistance program; and WHEREAS, the Govemor's Office of Emergency Services has the authority under the Federal declaration and state statutes to act on behalf of all recipients seeking disaster assistance and is responsible for disbursing payments to subgrantees; and WHEREAS, the City has the responsibility to submit an application for disaster assistance and collect all information pertinent to eligible costs for reimbursement. B. Resolution. NOW, THEREFORE, it is hereby resolved, ordered, and determined, as follows: 1. The City has heretofore submitted an application to the Govemor's Office of Emergency Services for disaster assistance for work and other emergency _ measures that were performed for the purpose of saving lives, protecting public health and safety, and eliminating or lessening damage to improved property. 2. The City Council of the City of Diamond Bar does hereby authorize the City Manager or his designee to submit and place on file with the Governor's Office of Emergency Services all necessary requests, forms, and other documents for the purpose of obtaining certain federal and state financial assistance. 3. All legal prerequisites to the adoption of this Resolution have occurred. 4. This resolution shall take effect from and after its date of adoption. PASSED, ADOPTED, AND APPROVED this QZ day of November, 1995.
