HomeMy WebLinkAboutRES 2002-24RESOLUTION NO. 2002- 24 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND BAR IN SUPPORT OF PRIORITY TREATMENT OF METROLINK'S RIVERSIDE LINE BY THE UNION PACIFIC RAILROAD COMPANY AlHEREAS, Metrolink train service has become a valuable and effective form of portation for thousands of Riverside County residents who commute to Los geles or Orange Counties; and HEREAS, Each commuter using the Metrolink train relieves traffic congestion o the freeways and streets; and I neWHEREAS, Riverside commuter traffic diverted to Metrolink reduces the gative impact of cross -county traffic on the streets of Diamond Bar; and WHEREAS, the Riverside County Transportation Commission and Metrolink lease track rights from Union Pacific railroad for the operation of commuter rail service from Riverside to Union Station in Downtown Los Angeles, and WHEREAS, the Riverside County Transportation Commission and Metrolink paid more than $71 million to Union Pacific for capital improvements and ' operating rights to accommodate 12 daily passenger trains; and HEREAS, the agreement between Metrolink and Union Pacific requires that pr ority be given to the operation of passenger trains; and W EREAS, in apparent violation of the agreement, Union Pacific has given pr ority to its own freight operations; and W EREAS, Riverside County passengers routinely experience delays of more th n 30 minutes during their commute; and W EREAS, on-time performance on the Riverside line is the worst among the fiv -county Metrolink system; and W EREAS, the Riverside County Transportation Commission and Metrolink ar seeking to enhance and improve Metrolink service but are unable to do so without the cooperation of Union Pacific; and W EREAS, the Metrolink Board of Directors recently issued a "Letter to Cure" to Union Pacific seeking an immediate improvement toward operating co ditions on the Riverside line; and W EREAS, the issuance of a "Letter to Cure" legally starts the clock on what g Y co Id lead to a costly and time-consuming arbitration process. 2002--24 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DIAMOND BAR HEREBY RESOLVES: SECTION 1. Priority treatment of commuter traffic on rail relieves overall traffic congestion. SECTION 2. The effort of RCTC and Metrolink to improve rail options for commuters also serves the interests of the City of Diamond Bar by removing traffic from local freeways and streets. SECTION 3. As a local jurisdiction affected by Union Pacific Railroad's failure to comply with the terms of the Riverside Operating agreement, the City must support the legal actions taken by RCTC and Metrolink to force acceptable performance from Union Pacific. SECTION 4. The City Clerk shall certify to the adoption of this Resolution and transmit the same to Diamond Bar's legislative delegations as well as those of the Inland Empire.
