HomeMy WebLinkAboutRES 2003-51RESOLUTION NO. 2003- 81 A RESOLUTION OF THE DIAMOND BAR CITY COUN IL FINC ING THE CITY OF DIAMOND BAR IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING HE CM LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE W TH CALIFORNIA GOVERNMENT CODE SECTION 65089 A. RECITALS. (1) . The Los Angeles County Metropolitan Transportation Authority ("MTA"), acting as the Congestion Management Agency for Los Angeles County, adopted the adopted the 2002 Congestion Management Program in June 2002; and (ii) The adopted CMP requires that MTA annually c etermine that the County and cities within the County are conforming to all CMP require ents; an (iii) The adopted CMP requires submittal to the MTA of the CMP local implementation report by September 1, 2003; and (iv) The City Council of the City of Diamond Bar held a notic d public hearing on August 19, 2003. B. RESOLUTION. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY ODIAMO D BAR DOES HEREBY RESOLVE AS FOLLOWS: 11 Section 1. That the City Council has taken all of the following actions and that the City of Diamond Bar is in conformance with all applicable requirements of the 2002 CMP. By June 15, of odd -numbered years, the City of Diamond Bar conducted the annual traffic counts and calculated levels of service for selected art rias inter ections, consistent with the requirements identified in the CMP Highway andoadwa System Chapter. r I The City of Diamond Bar has locally adopted and continueE to implement a transportation demand management ordinance; consistent wiff the Minimum requirements identified in the CMP Transportation Demand Manageme t Chapter. The City of Diamond Bar has locally adopted and continues to mpleme t a land use analysis program, consistent with the minimum requirements idenified in a CMP Land Use Analysis Program Chapter. The City of Diamond Bar has adopted a Local Implementation Report, ttached hereto and made a part hereof, consistent with the requirements iden ified in t e CMP. 1 This report balances traffic congestion impacts due to growth within the City of Diamond Bar with transportation improvements, and demonstrates that the City of Diamond Bar is meeting its responsibilities under the Countywide Deficiency Plan. SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and shall forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.
