HomeMy WebLinkAboutRES 2003-15RESOLUTION NO. 2003 -15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND & SUPPORTING A COMPLETE AND COMPREHENSIVE ANALYSIS OF ALL ALTERNATIVES TO THE EXPANSION OF TRUCK LANES UPON THE POMONA (STATE ROUTE 60) FREEWAY Whereas; the area freeway system represents one of the highest volume goods movement corridors in the United States and is of major importance to the distribution of consumer goods and in facilitating international trade; and Whereas; an important part of the movement of goods within the region is accomplished through a complex system of transportation infrastructure; and Whereas; together these nodes and modes traverse and connect the region, by linking with the rest of the State, and the nation, thereby helping to sustain a robust economy and contributing to our quality of life; and Whereas; the benefits of this overall goods movement system accrue to the region through the value of goods shipped, the wages earned in direct and indirect employment, and the tax revenues these activities generate for local and state governmental entities; and Whereas; maintaining adequate regional mobility by preserving the efficiency anc reliability of the regional transportation while maintaining an acceptable quality of life for residents of the region will constitute a monumental challenge; and Whereas; to meet this challenge a comprehensive regional approach to develop and implement solutions will be essential; and Whereas; in consultation with Caltrans, SANBAG, RCTC and the MTA, SCAG has developed a Scope of Work and will engage a consultant to prepare the Eastern Gateway Freeway Corridor Improvement Study (formerly referred to as the SR -60 Truck Lane Study); and Whereas; this study represents an opportunity to evaluate a comprehensive multi -modal and inter -modal goods movement corridor area that generally extends from the ports of Los Angeles and Long Beach to destinations east; and Whereas; the main freeways of focus for this corridor study are the SR -60, Interstate 10 and State Route 210. Other north/ south freeways will be evaluated in the overall context of the east / west freeways; and 2003--15 Whereas; this study will evaluate transportation system performance for each freeway alignment in the overall study area leading to an identification of an optimal routing or corridor configuration for goods movement activities and future capacity potential. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Diamond Bar does hereby resolve as follows: 1 _ The City Council supports a complete and comprehensive study analyzing all corridor alternatives to the expansion and use of the SR -60 Freeway to accommodate truck lanes. 2. The corridor study should seek a multi -modal and inter -modal transportation solution to optimize mobility and reduce vehicle emissions through an interdependent and integrated process. 3. The study should include an evaluation of key highway and rail facilities proximate to the freeway identified as the most critical in terms of goods movement activities that preserve the quality of life for the residents of the region. 4. The study should. incorporate an evaluation of transportation strategies to reduce freight conflicts and enhance the efficient movement of goods and traffic through the corridor. 5. The study should analyze transportation impacts and formulate alternative mitigation solutions, both short term and long term, which if implemented would more effectively and efficiently move traffic through the corridor area. 6. Previous studies have identified recommendations that are not desirable to the City of Diamond Bar, e.g., dedicated truck lanes upon SR -60, therefore, it is important that all transportation alternatives be studied as comprehensively as possible. 7. It is critically important that the implementation of transportation alternatives ensure that the area transportation corridors, and specifically SR -60 function, in a safe, reliable, economic and effective manner, without adversely impacting the City of Diamond Bar. 2 2003-15 PASSED, ADOPTED and APPROVED by the City Council of the City of Diamond Bar, California, this ist day of April , 2003.
