MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING
AUGUST 10, 2017
CALL TO ORDER:
Chair/Mehta called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.
PLEDGE OF ALLEGIANCE: Commissioner Garg led the Pledge of Allegiance.
ROLL CALL: Commissioners Mahendra Garg, Ed Pechy, Lisa
Washington, Vice -Chair Cynthia Quan, and Chair
Surendra Mehta.
Also Present: David Liu, Public Works Director; Kimberly Young,

APPROVAL OF MINUTES:
A. Minutes of the July 13, 2017 Regular Meeting
C/Garg moved, C/Pechy seconded, to approve the Regular Meeting Minutes of
July 13, 2017 as presented. Motion carried by the following Roll Call vote:

II. PUBLIC COMMENTS: CM/Fox introduced himself to the Commissioners and said
he was honored to observe tonight's meeting and looked forward to working with the
Commissioners.

ITEMS FROM STAFF:
A. Traffic Enforcement Update:
1. Citations: May, June & July 2017
2. Collisions: May, June & July 2017
3. Street Sweeping: May, June & July 2017
PWD/Liu reported that the 152 Street Sweeping Citations for the month of July
reflects a couple of things, one of which was the 4th of July weekend as well as, an
active slurry seal project in one of the neighborhoods. As a result, staff instructed the
Sheriff's Department not to provide enforcement during the slurry seal process.
Street sweeping is performed bi-weekly with the exception of the months of
December and January, when the service is provided on a weekly basis. Ideally, the
numbers should trend down; however, based on these statistics and the number from
a year ago, there is a consistency of about 300-400 citations. Very recently, the City
Council updated the City's parking citation fee schedule from $40 to $50 which went
into effect February 1St
VC/Quan moved, C/Pechy seconded to Receive and File the Traffic Enforcement
Update for May, June and July 2017. Motion carried by the following Roll Call vote:

A. Tin Drive Street Name Change — SCENoung asked that the Traffic and
Transportation Commission consider recommending City Council approval of
the name change of Tin Drive to Crestview Drive. The City is in receipt of this
request in an effort to make it more consistent for drivers who are traveling
along Diamond Bar Boulevard. Tin Drive is a residential street about 260 feet
long and while it does have five residential properties immediately adjacent to
the roadway, the residences do not front the roadway and do not have Tin
Drive as their physical address. After review of this request, knowing there
would be no residential addresses affected, staff is recommending that the
street name be changed to Crestview Drive to be consistent with the gated
community directly across from Tin Drive. The street was named Crestview
Drive when the community was developed and there are homes along
Crestview Drive that have the Crestview Drive address. Per Section 5026 of

the Streets and Highways Code, the legislative body of the city may, 'by
resolution, change the name of any street, boulevard, park or place and upon
concurrence of the Traffic Commission to recommend this street name
change, the Commission's recommendation will be forward to the City Council
for their consideration.
VC/Quan asked who generated this request. PWD/Liu replied he believed the
original request came from community members via the City Council who
conveyed the request to staff. Over the years, staff has received similar
concerns about having a street name that is not utilized for residences or
businesses which creates confusion to the general and motoring public. In
addition, staff checked with police and fire personnel to confirm that there
would be no issue from a public safety or service point of view.
VC/Quan said it would be confusing to her to change the street name because
for 40 plus years it has been Tin Drive.
C/Garg asked what streets the adjacent homes are on now. SCE/Young
responded there are two homes that use Farben Drive, two homes that use
Bridle Drive and one home that uses Great Bend Drive as their physical
addresses.
C/Washington asked if there was any physical address tied to Tin Drive.
SCE/Young responded no and added that there is no physical address and/or
services tied to that street.
VC/Quan felt it would be more confusing to name it Crestview Drive and asked
if one would turn up Crestview Drive to enter the gated community.
SCE/Young referred VC/Quan to Exhibit B and said that the intent is to have
the street name signs be consistent and, depending on which direction one is
heading, one street name sign has Crestview Drive with an arrow and the
other has Tin Drive with an arrow. It is her understanding that the concern and
request was to have both streets name signs read the same.
Chair/Mehta shared that three years ago he was supposed to go into that
development and he kept looking at Crestview Drive while driving north on
Diamond Bar Boulevard. He had difficulty seeing the Tin Drive.sign and felt
this recommendation would be a step in the right direction. He asked how this
change would impact the mapping, etc. and how would the public know about
it. SCE/Young explained that if approved, the public would be notified of the
name change prior to implementation through social media, DBTV, and all of
the other sources the City uses to get public information out. Additionally, staff
has the ability to notify Waze and other types of mapping services to make that
change.
C/Garg moved, C/Washington seconded the motion to recommend City
Council approval of the Tin Drive name change to Crestview Drive. Motion
carried by the following Roll Call vote:

VI. STATUS OF PREVIOUS ACTION ITEMS: None
VII. ITEMS FROM COMMISSIONERS: None Offered.
Vill. INFORMATIONAL ITEMS:
A. Traffic Signal Infrastructure Upgrades Project, Phase II through Phase III
—AE/Malpica —The contractor has completed 75 percent of the scope of work
for Phase II. The overall project is expected to be completed within the next
four weeks including final integration and configuration work. Phase III plans
and specs are under review with completion anticipated in the next three
weeks.
B. Adaptive Traffic Control Signal System — RFP —AE/Malpica — The draft for
Request for Proposals is under review by staff and should be completed this
month with the RFP out for responses by early next month.
C. Copley Drive/Golden Springs Drive Intersection Enhancements —
AE/Malpica — The design plans are currently under review (95 percent
completed) and staff expects to have the final plans and specs by the end of
this month in order to advertise the project early next month.
D. Area 5 Road Maintenance Project/Brea Canyon Cutoff Improvements —
AE/Beshay reported that the contractor completed installation of 80 ADA
ramps. The project is on schedule and the slurry seal operations will
commence by the end of August, with completion anticipated for early
October.
E. Lemon Avenue Interchange Project— SCE/Young — Construction continues
for this project with no major updates from last month's report except that the
contractor is working diligently to attempt to get the median improvements
completed so that the lanes along Golden Springs Drive can be reopened.
SR57/60 Confluence Project — SCE/Young — Construction continues with a
few nighttime closures along Grand Avenue. Lane striping has changed along
Grand Avenue between Golden Springs Drive and the freeway ramps.
Construction will continue until next year for the westbound on-ramp and later
in the year for the west bound off -ramp.

G. Grand Avenue/Golden Springs Intersection Improvements Update —
SCE/Young — The design phase continues. Staff met this week with the
design consultants and the target is to go out to bid for this project in mid-
September. Because this is a City of Industry Successor Agency project, it
needs to go out to bid and get a contractor on board in order for them to get
the project and financing approved through the State Department of Finance.
Construction is scheduled to commence within six months of the approval
(best -case April 2018).
H. Morning Canyon Road Rehabilitation Project—SCE/Young—Construction
continues on this project. The contractor intends to finish all of the flat work
(sidewalk work) by end of this week. Also, next week the storm drain
connection will take place, with the final grinding and paving to take place the
week of August 21St. The goal is to have all of the paving completed within
that week, which means the completion of construction by the end of August.
TR 63623 — Southpointe Residential Development/Larkstone Park —
SCE/Young — Construction continues for these two projects. The builder aims
to have a portion of Phase II completed and finalized with Certificates of
Occupancy issued by the beginning of next week in an effort to finalize the
sales so that residents can move in quickly. Larkstone Park construction
continues.
J. Diamond Bar Ranch Shopping Center (Old Kmart) — Development Update
- SCE/Young — There are no major updates since last month other than
construction continues. Staff recently received plans for the developer to
lengthen the left -turn pocket into the shopping center, which staff is reviewing
to ensure they meet all of the requirements so that construction can move
forward as quickly as possible. In addition, McDonald's recently submitted
plans to proceed with a complete remodel of their facility on the corner of
Gentle Springs Lane and Diamond Bar Boulevard.
Chair/Mehta observed considerable traffic backup with only one lane of traffic
when work was being done on Grand Avenue prior to the SR -60 eastbound or
SR -60 westbound. SCE/Young responded that per the approved plans and
lane closure chart that Caltrans approved, the contractor is permitted to begin
a nighttime closure as early as 7:00 p.m. If the City continues to experience
concerns regarding congestion, staff can work with the contractor to see if they
can push back their closure to a later time. Chair/Mehta said he was talking
about the morning hours from 7:30 a.m. to 10:30 a.m. and wondered if there
was a possibility of modifying the hours. SCE/Young said staff would discuss
the matter with the contractor to see if they can push back their closure during
the daytime as well.
On a separate note, C/Garg asked if PWD/Liu had spoken with H -Mart about
the delivery truck parking situation that was mentioned at the last Commission
meeting. PWD/Liu relayed that staff has asked individuals to look into the
original development conditions for the shopping center. Ultimately, the City

does not want to see trucks parking on residential streets, which is prohibited.
The Sheriffs Department is aware of that fact and staff wants to make sure
that the message to the shopping center is that this type of parking cannot be
allowed.

ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair/Mehta adjourned the meeting at 7:26 p.m.
