CALL TO ORDER:
Vice Chair Quan called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall
Windmill Community Room, 21810 Copley Drive, Diamond Bar, California 91765.
PLEDGE OF ALLEGIANCE: Commissioner Pechy led the Pledge of Allegiance.
ROLL CALL: Commissioners Ed Pechy, Lisa Washington, and

PUBLIC COMMENTS: Bruce Buller, 2268 Castle Rock Road, stated that in past
years major traffic calming measures have been made to Fountain Springs Road and
Cold Springs Lane, between Diamond Bar Boulevard and Brea Canyon Road. Mr.
Buller wanted to know what the criteria was that led the City to make those changes
on those specific streets. He lives on Castle Rock Road and they continue to be
subject to the same amount of traffic with upwards of 150-200 vehicles on his street
between 7:15 a.m. and 8:15 a.m. and after school between 2:30 p.m. and 3:30 p.m.
There are more than 600 students at Castle Rock Elementary and almost 600 at
Evergreen Elementary, which means there is a lot of traffic movement. Castle Rock
Road is very wide and there are very few cars parked on each side of the street with

basically no obstruction which causes people to drive faster because there is nothing
to slow them down. The other two streets have cones/very large asphalt pyramids
which slows people down. Fountain Springs Road has a stop sign which slows traffic.
According to the Sheriff, there are only five patrol officers on duty in the City during
those time periods. The speed trailer clocked traffic at an average speed of 31 mph
on Castle Rock and the maximum is supposed to be 25 mph. He wanted to know if
there was anything the City could do on Castle Rock Road to help slow people down.
There is only one sign between Cold Springs Lane and Fountain Springs that
indicates the speed limit is 25 mph.
SCENoung responded that the tools that were installed along Fountain Springs
Road, Cold Springs Lane and Castle Rock Road, in front of the elementary school,
were put in place in 2006 as part of the Neighborhood Traffic Management Program
(NTMP) pilot project. Several areas throughout the City were chosen to have these
tools installed allowing staff to collect data on the effectiveness of the measures
which led to the development of the NTMP Guidelines that Council ultimately adopted
in the City. Since then, other areas in the City have incorporated similar traffic
calming tools in their respective residential neighborhoods. Staff would be happy to
work with Mr. Buller on his request to enact a NTMP within his designated
neighborhood. It is a program that requires a petition to begin the process because
staff needs to ensure that it is a program that is designed to work cohesively with the
entire neighborhood, and to ensure that the neighborhood is properly informed of the
concerns that were brought to the City to receive additional input that may be
observed from other residents. This will allow staff to ensure it is addressing all of the
needs of the specific residents in the affected area.
Mr. Buller said the petition was circulated in his neighborhood; however, when the
City needs 50 percent agreement in the entire neighborhood and there are only 35
residents on that section of road, he does not see that happening and he does not
see residents on the other two affected streets requesting mitigation. His neighbors
talk with him and tell him something needs to be done; however, no one is stepping
forward. Staff will follow up with Mr. Buller and work with his concerns.

C/Pechy stated that he recognizes the statistics are down mainly due to the slurry
seal project and asked if the project had been completed. SCENoung responded
that the slurry seal area within designated Area 5 has been completed. C/Pechy
replied that, as a resident of that area, he wanted to compliment all who were
involved in the project because it was done with extreme precision and as little
inconvenience to the residents as possible.

VIII. INFORMATIONAL ITEMS:
A. Traffic Signal Infrastructure Upgrades Project, Phase II through Phase III
—AE/Malpica— Phase II has been completed and the Notice of Completion will
be forwarded to a future City Council meeting for consideration. Phase III
plans and specs are 95 percent completed and are currently under staff
review. The project is tentatively scheduled to be advertised next month.
B. Adaptive Traffic Control Signal System — RFP — AE/Malpica — Staff
continues to work closely with the consultant to finalize the RFP to have it
advertised shortly.
C. Copley Drive/Golden Springs Drive Intersection Enhancements —
SCE/Young — This project is to modify the signal at the intersection from
protective/permissive left turn to a left -turn on a green arrow only/protected left
turn only phase. It is in the final design of plans and specs which staff hopes to
have finalized within the next couple of weeks. The project is anticipated going
out to bid by the end of October/early November.
D. Area 5 Road Maintenance Project/Brea Canyon Cutoff Improvements —
SCE/Young — As previously reported, the Area 5 slurry seal portion of this
project has been completed and work along Brea Canyon Cutoff will begin on
Monday, October 6th and last through the week. Notification has been sent to
the affected community that takes access off of Oak Crest Drive. During
working hours (8:30 a.m. to 5:30 p.m.), Oak Crest Drive will be closed to
through vehicles to allow for the drainage improvements at that intersection to
be installed. Ultimately, Brea Canyon Cutoff southbound will be rehabilitated
with a grind and overlay.

E. City Entry Monument Sign Design Concepts — AE/Beshay — Two
alternatives were presented to the City Council during its October 3rd Study
Session. Alternative 1 includes the monument sign in the median, as well as
the two parkway columns similar to the Grand Avenue at Longview site.
Alternative 2 includes onlythe monument sign and full median improvements.
Council directed staff to include elements from both alternatives. .
F. Lemon Avenue Interchange Project — SCENoung— Constructioncontinues
for this project. The contractor hopes to begin paving along Golden Springs
Drive and Lemon Avenue within the next couple of weeks which, when
completed, will relieve neighborhood angst relative to traffic that has occurred
as a result of reduction in lanes through the intersection. Construction will
continue in the area until completion of the project, which is anticipated for
spring of 2018. The westbound on-ramp and eastbound off -ramp at Lemon
Avenue are projected to be opened in January/February 2018. At that point,
construction will continue on the eastbound on-ramp and the ultimate closure
of the existing eastbound ramps at Brea Canyon Road/Golden Springs Drive.
G. SR -57/60 Confluence Project—SCE/Young - Construction continues on this
project. Various nighttime only lane closures are occurring along Grand
Avenue during evening hours at which time traffic is being detoured through
the arterials (Diamond Bar Boulevard and Grand Avenue). Staff directed the
contractor to be more cognizant of keeping the detour signs covered during
daytime hours and turning off the changeable message board along the SR -57
southbound during daytime hours. Since making the request, the contractor
has complied. There will be a closure tonight beginning at 1:00 a.m. and
ending at 6:00 a.m. along Grand Avenue in the northbound direction between
the existing westbound off -ramp to the northerly limits within the City of
Industry.
H. Grand Avenue/Golden Springs Drive Intersection Improvements Update—
SCE/Young — This project continues with design. Staff recently forwarded
comments regarding the landscape design to the City's consultant to be
addressed so that the design can be finalized. The project was originally
targeted to go out to bid in September; however, Diamond Bar and City of
Industry continue to work on a mutual agreement to move forward with the
project. Until that agreement is executed, the project will not go out to bid.
Morning Canyon Road Rehabilitation Project — SCE/Young — This project
has been completed. However, review of the pavement condition indicates
that it does not meet specification in certain sections. This means the
contractor will have to grind certain portions of the pavement to bring it into
compliance with spec after which the contractor will install a slurry seal over
the patchwork.

TR 63623 — Southpointe Residential Development/Larkstone Park —
AE/Aoun — The first three phases of the residential development have been
completed and phase IV is nearing completion. Residents have moved in to
the first two phases as construction of the remainder of the project continues.
Larkstone Park is nearing completion. The contractor will schedule a
walkthrough with City staff to ensure the park is up to standard after which,
there will be a 120 -day maintenance and establishment period before the City
formally accepts the park and opens it to the public.
K. Diamond Bar Ranch Shopping Center (Old Kmart) — Development Update
AE/Aoun — Sprouts had its successful grand opening yesterday. The main
shopping center driveway is now open to the public and both driveways along
Gentle Springs Drive have been repaved and have opened to the public as
well. The rest of the development continues to be constructed including
Chipotle and Coffee Bean, which will hopefully open before year end. Ross is
targeted to be open sometime in February 2018. Plans for the Habit Burger
are currently under review, which involves a new building across the driveway
from Coffee Bean and Sprouts and for which there is no opening date as yet.
L. Tin Drive Name Change — AE/Aoun — This item has been tabled and the
name will remain unchanged for the time being. Staff sent notification to the
affected residents and received negative feedback on the proposed change of
name. After further discussion it was determined that the item would be
tabled.
