HomeMy WebLinkAbout04/13/2017 - Minutes - Regular MeetingCITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING APRIL 13, 2017 CALL TO ORDER: Chair/Pechy called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall Windmill Community Room, 2181b Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Vice Chair Mehta led the Pledge of Allegiance. ROLL CALL: Commissioners Mahendra Garg, Cynthia Quan, Vice Chair Surendra Mehta and Chair Ed Pechy. Absent: Commissioner Mirzaei was excused. Also Present: David Liu, Public Works Director; Kimberly Young, Senior Civil Engineer; Christian Malpica, Associate Engineer (Traffic); Fabian Aoun, Assistant Engineer; and, Debbie Gonzales, Administrative Coordinator. I. REORGANIZATION OF THE TRAFFIC AND TRANSPORTATION COMMISSION: C/Quan nominated Commissioner Mehta to serve as Chair of the Traffic and Transportation Commission. C/Garg seconded the nomination. There were no other nominations offered. C/Mehta was elected to serve as Chairman of the Traffic and Transportation Commission by the following Roll Call vote: C/Garg Yes C/Mirzaei Absent C/Quan Yes C/Pechy Yes C/Mehta Yes C/Pechy nominated Commissioner Quan to serve as Vice Chair of the Traffic and Transportation Commission. Chair/Mehta seconded the nomination. There were no other nominations offered. Garg, Pechy, VC/Quan, Chair/Mehta None C/Mirzaei STATUS OF PREVIOUS ACTION ITEMS: VII. ITEMS FROM COMMISSIONERS: Chair/Mehta asked if the City planned to install LED street lights. PWD/Liu responded not for the street lights in the public right-of-way; however, the City has been in the process of replacing incandescent lighting with LED's in public facilities over the past couple of years. Chair/Mehta asked about the area along Diamond Bar Boulevard close to Cold Spring Lane where there are no street lights and he wondered if the City would take action or ask the County to light the area. PWD/Liu responded that there are three ways to initiate the process of installing new street lights: Based on the current conditions, the APRIL 13, 2017 PAGE 3 T&T COMMISSION adjacent property owners along Diamond Bar Boulevard would have to sign a petition which is submitted to the County for evaluation and consideration. If the project were to proceed, the property owners would have to pay for the installation and subsequent operation and maintenance of the street lights. The second option is that the City could make the request and ultimately take over ownership and responsibility for maintenance. The third option is that Edison install these lights under the Rule 20A Project. VIII. INFORMATIONAL ITEMS: A. Traffic Signal Infrastructure Upgrades Project, Phase I through Phase III — AE/Malpica — Final adjustments were made to the Phase I invoice from the contractor and staff will be returning the retention payment to the contractor next week. Phase II construction has been delayed while awaiting delivery of construction materials. Phase III design specifications will be received by next week. B. Adaptive Traffic Control Signal System — RFP — AE/Malpica — Staff continues to work with the City's consultant to select the final system and is reviewing the adaptive analysis report in order to select the proper system for Diamond Bar. Chair/Mehta stated that changes have improved traffic flow at Grand Avenue and Diamond Bar Boulevard as well as, Grand Avenue and Golden Springs Drive. C. Copley Drive/Golden Springs Drive Intersection Enhancements — AE/Malpica — Staff will take a Design Contract to the April 18th City Council meeting for consideration. Construction is scheduled to begin by early next fiscal year. D. Traffic Signal Battery Backup Project —AE/Malpica — This project includes installation of 20 units at different intersections throughout the City. Staff is awaiting shipment of materials and tentatively, the project is scheduled to move forward within the next month. This project will enable traffic signals to maintain normal operation during unplanned power outages — five hours on normal and five hours on red flash. E. Area 5 Road Maintenance Project — SCENoung — The 90 percent plans were submitted to staff and have been reviewed and sent back with minor comments to the consultant. Staff is hoping the changes will be made quickly so the project can go out to bid with a bid opening in early May. Contract is anticipated to be awarded in late May with construction to commence no later than late June/early July. APRIL 13, 2017 PAGE 4 T&T COMMISSION F. Lemon Avenue Interchange Project—SCE/Young -This project continues to move forward in the vicinity of Lemon Avenue and Golden Springs Drive. The contractor is putting the base back in the median areas where the medians were removed last month along Golden Springs Drive. Based on the current schedule, the lanes along Golden Springs Drive will not be open until late summer. The final improvements at this intersection include a dedicated right - turn lane on westbound Golden Springs Drive and two left -turn pockets on eastbound Golden Springs Drive (north on Lemon Avenue). G. SR -57/60 Confluence Project — SCE/Young — Progress continues on this project. The westbound on-ramp along the Grand Avenue portion will be completed by Fall. The westbound off -ramp construction continues with removal of the sound walls along the existing off -ramp area. This project is expected to be completed in 2018. H. Grand Avenue/Golden Springs Intersection Improvements Update — SCE/Young — This project continues. The design and landscape consultant hopes to finalize the design in the next couple of weeks. City of Industry continues to work with the golf course for the right-of-way coordination. Neighborhood Traffic Management Program (NTMP) — (Armitos Place Neighborhood) - SCE/Young — No additional updates. Staff continues to wait for team captains to submit signatures for the petitions for staff to proceed with plans and specs. (Crooked Creek Drive) - AE/Malpica — Staff held the neighborhood meeting on March 16th with only one resident (the captain) in attendance. However, staff is working very closely with that one resident to obtain 60 percent support of the proposed mitigation tools which includes speed cushions, striping and signage. J. Morning Canyon Road Rehabilitation Project— SCE/Young —This project will go before Council on Tuesday, April 18th for award of construction contract in the amount of approximately $384,000. If approved, staff anticipates construction will begin by the beginning of May, with construction to be completed within 45 calendar days. K. Diamond Bar Boulevard/Maple Hill Road Median Modification Project — SCE/Young —This project has been completed approximately $10,000 under budget. The final slurry and striping were completed last week. Notice of Completion for this project will go to City Council for consideration of approval on April 18th L. TR 63623 — Southpointe Residential Development/Larkstone Park — AE/Aoun — Four model homes were opened to the public for advertising on Saturday, April 81h. Turnout was excellent and people were able to sign up to purchase homes. The four model homes are an example of the remaining 99 homes currently under construction. The lower pad of Larkstone Park was APRIL 13, 2017 PAGE 5 T&T COMMISSION completed for the model home opening and will be opened to the public in the near future. The upper park is currently under construction and should be completed by this summer. Home prices are posted on the website and range in price between $1.2 and $1.6 million. M. Diamond Bar Ranch Shopping Center (Old Kmart) Development Update - AE/Aoun — Grading is underway with a portion of the parking lot having been demolished. The old Kmart building is being gutted and worked on at a feverish pace to meet the demands of the new vendors. The contractor has been coordinating with Edison to get the necessary power pulled to the new buildings. The contractor hopes to have the center ready and open by the end of 2017. An additional restaurant is currently under review in a separate structure. IX. SCHEDULE OF FUTURE CITY EVENTS: As indicated in the agenda. Chair/Mehta reminded everyone that the Diamond Bar Lions Easter Egg Hunt will begin promptly at 10:00 a.m. this Saturday at Pantera Park. The following weekend, April 23rd, the Diamond Bar Friends of the Library will host their annual Wine Soiree at the Diamond Bar Center. PWD/Liu announced that yesterday, staff received a letter of resignation from Commissioner Shokoufeh Mirzaei who informed staff she recently moved to Pasadena and would be unable to continue serving on the Commission.
